Is it legal for my building manager to all of a sudden block off the slot to reduce rent on his door?

without notice to the tenants we are no longer allowed to drop any repair requests or rent payments in the mailbox aprtment managers at his door. I have lived here for 14 months and have always dropped the rent when I get home after work that is still after so many hours now onlyn you can pay the rent or ask for compensation when shen is there that is not often? It is a federal crime for anyone other than a letter carrier USPS to put anything in a mail box. If your apartment building was allowing you to put your rent and repair requests, she should not have been. Richard
