whether biometric visa can replace a passport to unify the world?

I think this is my point of view only that you do not live in the real world, I understand you say you are a scientist, perhaps book learning and the reality is quite different, have you ever thought about that. Who decides who is honest, law-abiding citizens. All terrorists and so are law-abiding citizens of their own country.
